Multilingual Drupal 9 news magazine website

For the business team i require to build the website like a new magazine . I have bought the theme forest theme for it but parts are implemented in it is non required , so I'd like to build similar website but with own custom theme.
I have started to build the website and have reference how it should look like
I have created almost all structure so few blocks need to be created , and the main thing is to adopt sample data to custom theme. major work is theming
i have git repo on my own hosted gitlab instance so work flow needs to be through the gitlab. i would need to setup CI/CD on dev branch for test and on master branch for production .
