I need charity website re-doing based on my designs and wordpress platform

General information for the website: Charity website for neutering of stray dogs in Bulgaria
Description of requirements/features: Looking for someone to take our simple [wordpress based] charity website to the next level. We are just about to start a large marketing campaign (through Facebook, twitter, Pinterest and Instagram and online) for the website but feel it needs an upgrade first.

The current old website is theneuternetwork.org and I want it updating to look more like dogstrust.org.uk or romaniaanimalrescue.org.

I have specific designs and have included a hand drawn design here. Each section would then open in the top part of the website under the header and menu and from there sub-pages could be opened in the same frame.

The website must still be easy to edit as I will be doing regular content for the site and updates on the content.

All content can be copied from old website - you do not have to make up content, only the design.

It might be that we keep you on (if rates reasonable) for regular updates or bug fixes, which would be on a hourly rate but for the website updates and redesign, I would prefer a fixed amount so I know the amount it will cost the charity.

No bids above the budget will be considered as we are a very small charity.
