I need an internal wordpress website built quickly before 26th Sept (build only)

General information for the website: Its an internal site for a company sharing all news for staff
Kind of development: New website from scratch
Num. of web pages/modules: 5-7
Description of every page/module: All supplied in PSD. You will also have a site map which I will supply to you if you have the correct criteria for the job.

Brief user journey;
- Staff login to the site. They will login via a login button on the live site which will take the user to the new login box.
- User will arrive at a news page with a variety of stories
- A selection of docs to download will be available (PDFS AND WORD), uploaded by the admin user.
- Staff can comment on stories and posts
- Staff can upload items to sell if they require
- Staff can answer surveys which have been setup by the admin
Description of requirements/features: The admin will need control. The developer must allow flexibility for a complete novice. The admin will need to be able post news items easily along with posting surveys etc.
