I need a simple 4 page responsive website built with the next week

General information for the website: www.BULLITThd.com is a magazine website updated quarterly. At the end of each quarter the main site is taken down and replaced with a holding site for approx 3 weeks. After that time, the holding site is taken down and main site goes live with the new Edition content. This brief is for the holding site.
