    Assume the $10 fixed fee is just placeholder, if not, please do advise.

    Is there a reason you do not want to expand on the improvements you are after and only want to share the URL after a proposal?

    The advantage of sharing the requirements and URL in advance is that the proposal can offer you recommendations, timeline and costs.

    Else, you are asking a freelancer to use a proposal credit and these are an invaluable commodity.
