Fix issues with epoll plugin

I am using the epoll plugin on my website but it seems to have an issue since it works with ip addresses, when the user's ip changes even those for some polls i have set it to not allow multiple voting, it allows them to vote again. Some other users that share ip with previous users are not allowed to vote it tells them they have already voted. It does not happen always but i will appreciate if you can fix this asap
