Drupal commerce costumization (rules)

We have 3 types of Licensed User Role and we have created 3 products for each. We want to create rules to configure what they can do on the cart.
(1. be able to put only 1 product per transaction, 2. extend time when a new license is purchased and reduce amount when a higher license is purchased ). We will give you full and detailed documentation along with the base that we have made to move from there.
