Drupal 7 Theme development (will consider 8) / customisation for news based site

We have procured a theme called Simple News which we want to extend / work with to perform the following (idea is this is similar in look and feel to the guardian news site):

1. Usage of our branded colours across the site
2. Usage of our logo in set position on each page
3. Front page to include 3 column banner section for each of our key interest areas (when publishing we can determine which appears on the front page list and which appears on the page for that specific interest overview)
4. Page per interest section showing top read articles in first row, most recent published in second
5. Ability for registered users to like and dislike articles (and those preferences are stored against the user - generating a like and dislike list)
6. Integration to Facebook, Twitter, youtube and other social networking sites
7. Ability for users to highlight comments that should be further reviewed or reviewed for safeguarding.

I am interested in having this delivered in incremental blocks if possible so we can measure progress, I don't expect a fully completed design process but working in a constant feedback / validation approach (in logical chunks of work).
