Custom wordpress website update

All key pages need to have a banner pointing to the Quotation Engine to 'get a quote'. At the top of every product page and the “products” page and selected others.
All current functionality needs to be retained.
Remain fully SSL compliant and continue to work well with AMP, full Schema built in, glossary and both compare tools.
It needs to be fully mobile compliant and have a top google speed rating.
You or your business need to do all the work.
Be completed in a reasonable time.
Have created similar original designs before.

Current website is bizpare.com. Looking for a simple but modern design. Space, clear font and simple design.

Video like this with opaque “Quotes Now” & a “Retrieve Quotes” translucent button that turns opaque with mouse over, video like:

The video will be a short office scene and with a half overlapping picture button (maybe an ipad) with a link to an explainer video with a clip on the screen of the "ipad?" of the video.

Then will be 'same page' tabs/buttons linking to the text below on the same page (like in the products) but with nice buttons of similar design. Like the functionality of "Accessories Features Technical details Reviews" buttons here: http://store.hp.com/UKStore/Merch/Product.aspx?id=T8X01B&opt=BEV&sel=PRN but will say "Compare" "photocopier" "lease" "Price" "Printers" "Online" and will point to the text below.

Like the centre moving picture in this scene could be incorporated with a png design or logo or picture over the top:

Remove the 'tabs' on the Bizpare site as Google is not picking up the tab information and have the 'Additional information' like the technical section talked about above, and 'review' on the same page incorporated into the design I like the review section of https://www.solostove.com/solo-stove-lite/ with the stars at the top then the reviews link to the bottom.

Display reviews as stars that they can select and then bring up the box to write review.
Create a specific highlighted image or design which stands out for a link to the brochure somewhere at the top.
If possible create a “find similar” button which selects all machines with the same key attributes, I.e. A4, Mono, fax, 25ppm that opens to the “products” page. Possibly easy to introduce through the search.

Then have 'same page' tabs/links near the top into the design (like the main page):

"Lease" "Buy" "Price" "Rent" "Local" "School" "Compare"

And display the information at the bottom in a better way than scrolling. If possible the text at the bottom should cycle though the different subjects or each sub heading should be clicked to reveil to "see more". Which ever is better for Google to see.
