Convert an existing site’s structure into a Wordpress template

Description of requirements/features: This project is to build a word press site that looks like the existing site http://www.jigsawschool.co.uk/
The new site will be used purely for attracting and informing new students. The structure needs to be similar but the content will be greatly reduced.
The home page should look the same with the images. The menu should look the same with the option to add pages as required.
The buttons on the right should have the same look and feel – but different content.
All the pages can share the same template as the home page with a static image and possibly a sum menu on the left.
This does not have to be pixel perfect.
It does need to be responsive and work with Wordpress plug ins – like forms and SEO.
Specific technologies required: Would prefer WordPress as the solution.
