Change the sorting of WooCommerce cart page and confirmation emails

I wonder if a WooCommerce developer can help me with a problem I have with an existing WooCommerce site I am developing for my employer.

I have a site for ordering hospitality for meetings and events, teas and coffees, cakes, food etc.

I use product variations with custom attributes so I can have delivery time, pickup time against each product. The reason is some meetings are all day long, and they need to order coffe delivered in multiple slots, eg coffee at 9.00, then again at 10.00, then food at 12.00 etc.

This all works fine, but when they go to cart in woocommerce, the sorting is in the order they added, but I want to order by delivery time - so all 9.00am products together, then 10.00am, 12.00 etc

I have a child theme with my own cart.php page. Ideally I would like your help with creating a filter on the cart to reorder by delivery time, with the code added to functions.php

Let me know if this is something you can help with and a rough idea of cost. My budget is fairly low, but I hope it wouldn't take you too long to look at my cart.php and functions.php files and then make adjustments to change the cart sorting.
