Build and design a website

I am looking for a competent website designer to build a basic website for me which follows a very similar format to this website: www.workrant.com

Proposals should include as a minimum:
- Details on your experience and examples of previous work
- A proposed timeframe and budget

I'm keen to get started on this asap, but work will be awarded on the best combination of the above.
