Build a comparison Website using joomla from stratch

The website requires a front end, back end CMS and a database and is required to be completed within 2 months on a budget of £2,000.
The comparison website requires a home page, comparison directory search/ results page which will provide results based on a search criteria, service providers profile page, a comparison page to compare service providers and an enquiry form to email service providers. Search results will be retrieved from a database.
The site will also require a user’s and service provider’s application form page with online payment service.
The site needs online accounts for users and service providers with the information input into these online accounts automatically updating on the service providers profile page and the comparison results. The service provider’s accounts require a dashboard, editing of account details, upgrading capability and a review page. The users account requires a dashboard, account profile page, editing of account details, favourites page and users review of the website and service provider. Both users and service providers require an internal email account to contact each other.
The site will require a comprehensive backend which will allow an administrator access to all functions of the site such as correcting details entered onto the comparison results. The site requires SEO and some form of security
