Blog/website for someone trying out small.

I would like to create a web site using WordPress. For a start, it will be relatively simple but catchy, with opportunity to grow if needed. I will provide key information. Kindly let me know how long it will take & pricing. I am happy to pay for the monthly web host and similar admin fees. Alternatively let me know the procedure if you do them all. Is there a need for any other ongoing fee?
