Adding membership to our current wordpress website

Hi There.
We have just had a developer do a very basic wordpress site for us. What we need now is for it to be cleaned up a little (it has two admin logins for the back-end when we only want one to manage all), and a basic check of the site to make sure it's running smoothly.
The main function we want now is for users to have to log in, all their information to be stored on a database, and for cookies to remember them and track what they do on the site.
The second function we want based on the back of first membership function is for members to be able to submit recipes to the site where they will be stored.
The third function is we want members to submit reviews to the site where they will be stored.
We need all of this done in a really professional and sleek way. Its a community food website and we are hoping for a lot of traffic.
