Add a blog template to my site and add to the main navigation

I am looking for a Wordpress web front-end/designer-developer who can create the items below for my existing site. My site was built for me on a very blank theme, meaning as a non-developer I am unable to create these items myself.
- Main blog page (index.php), single blog post (single.php) (and individual landing pages styled for search, archives, categories and tags)
- Add the blog to the menu/edit the header to incorporate this (header.php)
Ideally I am looking to add the blog as soon as possible so please let me know timeframes as well as costs.
I'm unsure of the price but I looking for quality work from someone with good experience/track record. I am prepared to pay a sensible price for great work within tight timelines.
