4 Page PSD to Wordpress code up with Wordpress install

Description of requirements/features: Each page's content should be editable in the CMS, presumably by a third party extension - I don't mind how.

Some mild responsive additions are preferable so Google doesn't hammer the site.

Quality communication is key, so I expect good English and timely, comprehensive responses during the project. There is the potential for ongoing work here. Please mention your favourite book to show you have read this fully.

Ideally I'd like an European or American developer. NO CODING HOUSES, freelancers only. Portfolios would be better. I'm happy to pay top rate for a top coder - quality of work is preferred to price. I have a full profile on Elance with $20k spent and a 96% award rate - I regularly pay bonuses for those who deserve it.
