You can see there are some big differences in the example data. My aim is to increase the scores by moving colleagues shifts to reduce the difference in the numbers and create a better balance in the rotations
I would like paste 1 to remain as the base data but the paste 2 sheet to reflect the optimal changes to shifts to increase the score as much as possible. We should be able to show a before and after. The sheet should try different combinations until it gets to the best one.
WE cannot ask the colleagues to change their hours but we can move their shift rotation i.e move their pattern to the left or the right but it has to be in FULL weeks and the order of their pattern cannot be changed. You can see on Paste 2 i have moved colleague 3 to the right by 1 week manually. i.e moved 1st week (19th June) to the right and then moved the last week back to week 1 to keep the pattern going. As a result you can see that the colleague has come out of Saturday 1 July as their Saturdays now fall another week.
Making moves like that across the colleagues we should be able to balance out and reduce the differences.
The scores need to be as high as possible with the fewest moves. The sheet should confirm who has been moved.

I am happy to do this task but budget is very low.
Also first we need to know about the Excel sheet, then only can discuss about the requirement and estimate the cost and time.
