Change code within PHPBB forum to allow registration (disabled)

Description
I own a website called Get Out Of Debt Free.
The website has a forum which is on PHPBB.
The previous owner changed the code on the back end of the forum so it would not allow new registrations.
I would like this changed back to allow registrations.
Needs to be done quickly and accurately. If you can prove competence, there will be more work in the very near future.

Are you sure that registrations haven't simply been disabled in the administrator's control panel?
If you click the "Administration Control Panel" link at the bottom of any forum page (while logged in as an administrator), you'll be asked to login again then taken to the ACP. From here you should see "User Registration Settings" on the left hand side (under Board Configuration), click this and look for the "Account Activation" option. This can be set to immediate access, admin approval, e-mail verification, or registrations disabled. If it's set to disabled then choose one of the other options (I recommend e-mail verification) and see if that solves the problem for you.
Please let me know if you don't see the administration control panel link, or if changing Account Activation doesn't work, as I can provide you a more specific proposal to solve either of these issues for you.
