Hi Sandra,
Unless we are talking about a really small testing environment with no performance requirements, I'd really suggest to re-think about that architecture. Open Stack is designed to be built with multiple nodes where each node runs a different set of services to all together build a cloud. Having a single node cloud running 15 virtual servers is definitely not a good idea for a production set up, is a massive single point of failure architecture.
What kind of services do you plan to run on the VMs? Just imagine that this single Centos 7 host will be running not just all the OpenStack services (nova, cinder, glance, etc, etc) but also all the 15 VMs as well, the performance of the solution will be awful. On top of that, is the Centos Host physical or virtual? that's a huge difference and a game changer.
Installing openstack on a single node and make it run a few VMs is possible however not a good practice. What are you looking for? A cloud solution where you can host VMs, create and destroy them at will and stuff? or just a virtualization solution where you can run 15 VMs with internet access?

Have you checked if your current server meets minimum requirements for running openstack ?
