Robocall blocking app
The app will be a paid app. Anyone using this app will pay monthly.
All calls will be validated real time. This means:
When USER of the app receives the call the APP fwds to an IVR (integrated voice response) and asks the caller questions to verify whether the call is coming from a computerized robot or a HUMAN
IF Robot then calls gets blocked and sends push notification through the app which number was blocked.
IF Human then call gets connected to the receiver of the app.
If Human and call gets through and receiver (USER who has app installed) does not pick up or Rejects the call, it should go to EITHER the carrier voicemail or a voicemail service through the Twillio API (Any other API service like we are open to also)

How you would approach this problem and if there can be a technical solution for it. If you can't come up with a solution then this project may not be the right kind for you.
Assumptions:
When the call comes, we are forwarding the call (since APP will navigate to settings in phone and do this) to send to IVR to ask the questions to validate if caller is Human or Robo (this means that the CARRIER voicemail is also getting bypassed)
As will either need to provide voicemail via carrier (which comes default in USA for Verizon, ATT, TMobile, Boost, LICa, Sprint)
Or provide a voicemail service through the Robocaller APP itself.
MUST HAVE
In your proposal please provide the actual technical solution.
Solution can only be in Python 3.7 or Java
Must go through the documents attached And the clients MVP (minimum viable product) scenarios and satisfy those.
We are trying to build this asap.

Initiating manual call back after receiving a push notification
User needs to have 2 phone numbers
