Website new article monitoring program in Python

I need a Python program (crawler) to monitor the annoucement channel of a website (https://binance.zendesk.com/hc/en-us or https://binance.zendesk.com/hc/en-us/categories/115000056351-Announcements), which is constructed on top of Zendesk help centre API (endpoints are https://binance.zendesk.com/hc/api/internal/recent_activities?page=1&per_page=1&locale=en-us and https://binance.zendesk.com/api/v2/help_center/en-us/articles.json?page=1&per_page=1 ). The program I'm looking for should ideally pickup an annoucement within a couple of seconds once it's posted, which I found difficult as the API end point is rate limited and cached (I can only do >10 seconds reliably, can share example codes I'm using if required).
