Custom Desktop Program for Raspberry Pi

Estimated project duration: 1 day or less
On a high level, we need a Raspberry Pi program that will:
1) Take text and boolean inputs from 2-3 Arduinos
2) Based on internal conditions that are met or not met
3) create output to other Arduinos OR play full screen video stored onboard, output to a TV via HDMI.
There are four high level values that need to be easily editable via a Raspberry Pi desktop UI for non-programmers.
PROJECT NAME: a self contained set of logic statements for which inputs and condition combinations result in which outputs - the logic, the conditions and the outputs for PROJECT #1 is going to be different from PROJECT #2.
INPUTS: The text and binary values received from the user. The exact text strings will differ from project to project. There also needs to be some way to have multiple inputs trigger the same line of logic (i.e. regex, so that the text "cigarette","cigar" and "cig" all count as the same input). Users will press enter to submit their typed text input.
CONDITIONS: Unique conditions that are determined by previous inputs within a session of a specific project. For example:
A) Input 1 leads to output A and turns condition Alpha from TRUE to FALSE.
B) Input 2 leads to output B only if condition Alpha is TRUE; otherwise, it leads to output C.
OUTPUTS: Specific onboard videos being played OR specific variable changes communicated to connected arduinos (i.e. "value1 = 0") based on the previous inputs and conditions being met.
We need some kind of "Edit" UI in the program and buttons/text fields that allows projects to be created, with specific text values for inputs, conditions and outputs that can be redefined/added/removed by our employees.
More details:
VIDEO OUTPUT: We need the screen to ONLY show the videos, or black. The screen should never show the Raspberry Pi UI/desktop (So basically a fullscreen setup) - the TV resolution is 4k.
ARDUINO OUTPUTS: 24 specific boolean variables (i.e. turn value1 from true to false)
ARDUINO INPUTS: A USB Connected Aruduino-keyboard (https://www.usbtypewriter.com/pages/instructions) will provide user-typed text input (text)
A second Arduino will provide a boolean value (true or false) - if true, then accept input from USB Arduino keyboard. If False, then do not accept any input from keyboard.
Finally: we'd like to get a copy of the full uncompiled code for the program, so that if we ever need to build upon it, we can. We would prefer it be coded in Python if possible, for easy editing in the future.
If we are happy with the final product and work process, we have several more similar Raspberry Pi/Arduino/Video output integration projects we'd like to hire you for.
