Need a simple but scaleable CRM system with contact and task management

One of my clients is a start up company who do not yet have a CRM system and we really need this sorted out quickly. We are potentially looking for a custom system to be set up to give the functionality that we need which will start off with basic contact management but importantly also needs to be able to track tasks, calls and e-mails so that the Business Dvelopment Managers will eventually be able to see what their sales people are doing on a daily basis. At the moment we don't feel like we need to send e-mails directly from the system, just the functionality to record that an e-mail has been sent and a note about the topic.
At the moment the team is small (just a Business Development Director and one co-ordinator) but I am trying to drum into them the necessity of getting this right now so that it is scaleable when the sales force increases which is will do quickly. It's more contact management and task management than hard core sales (don't need huge pipelines etc) but we are willing to be led on what the best system would be.
I am not a CRM expert and have only ever used off the shelf solutions so ideally if you can detail why you feel I may be making the right decision on deciding to go with a custom built system this would be useful. I have used Zoho etc but feel these are very sales and figures driven and also they seem to have to be overcomplicated with features that we don't need.
The contact list at the moment is probably in the region of around 500/600 contacts but I anticipate within 6 months that this could rise to around 10,000. We are exhibiting at a number of events and tend to do lot of data gathering at these as you can imagine and I think it is important to not only have marketing lists, but also to have proper sales info stored for potential prospects/partners.
At the moment we need 2 or 3 users but I can anticipate this rising to around 12 within 6 or 7 months and maybe more. The task management aspect of this is really vital to the BD Director, he needs to be able to see what his staff are doing and be able to see that things are being followed up on.
Other questions that I have are:
Are the tasks etc able to be synched with Google calendars?
Where is this hosted? Who is responsible for it and what are the monthly costs once built.
How many users is this scalable to?
How simple will it be to import/export existing data into the system?
