Web site for customised product selection and production

My client seeks bids to design, build and install a web site where the customer can choose from a wide variety of options (colour, shape, style, size, quantity, etc) of their product, then on payment acceptance the system would almost instruct the machines in the factory to produce the customers order.
So would assume (the following is from a technical person:
1. The main thing here is you need a system where the website (accepting the user input, i.e. form based, pre-determined dimensions, colours from a drop down or selection box type thing) reads the user requirements in.
2. Upon sending the request, the information (stored in form fields, maybe XML format) can be read in by the \"production machine software\" to run as a job.
3. Prior to the end-user sending the \'data filled form\' over the Internet, ask them to sign in or register their details. - this will then find their details and they can be directed to a payment page
4. This page will need to be secure for accepting online payments, so the website itself will need to have its own SSL certificate
5. Once payment has been accepted (paypal or sage pay) then you can inform the production software to store the job in a queue or run it immediately.
So, in essence it is not really that difficult to see the process - however, programming it I would say will be, mainly due to the communication between the machine software at the company and the information gathered from the user form data - and adding the job to a queue after payment has been accepted and validated securely.
So not a job for the faint hearted!

Ideally would require ballpark costs, timescale and proven experience of such similar projects undertaken. The company is based in the Sout West so not essential but local expertise would assist.
