Upsize my MS Access research database to an SQL Server database

I've been talking for years to programmers about how to design a research database to run efficiently online so others can input with me. I hired a consultant, finally, who advised I buy Visual Studio 2008 to learn & Visual Basic Programming, which I'm doing. Since I'm habitually a self-taught student, designing this database myself doesn't seem to be too much of a challenge in itself. But through all this learning I've become aware of a need to upsize my database to an SQL Server database, which is a glitch I do need help with.

When I tried to do this I get an error message ODBC connection to SQL Server(local)failed. Then I tried installing the ODBC data source driver, again an error message, in part, Connection failed: SQLState: 01000SQL Server Error: 14 ’¦ConnectionOpen (Invalid Instance()).

I'd like a programmer to access my computer remotely via the web to check out my database for any possible flaws that may inhibit this transition, or whatever else that may be the cause. But it'd also be helpful if the programmer knows enough about & rather complex database design (i.e. many relationships), because then I'd like to discuss more regarding the wisdom of how I designed it so far.

I'll attach a picture of the relationships of all my tables to reflect my complex needs. And I'll sum up these needs here with: (a) Research requires a subjective method of categorizing, which requires many rules & monitoring all other users' inputting for consistency's sake, so (b) I need to track all other users, their entries, rate & grade them on average for their performance, track all sources for everyone's research, publishers & authors, categories & subcategories, etc.
