BACKGROUND
The proposed solution is to design and implement a criminal database with OSINT based software that will aid data collection, intelligence gathering and data analysis. The proposed solutions will keep criminal records such as Name, Offences, address, work, hubbies, hair color, eye color, tribal marks, education history, relationship, crime history, last known addresses, and follow up info.
1. Crime CaseFile.
2. OSINT (Records and data about suspects from social networks)
3. Facial Recognition/Finger Prints
4. Report
5. Email Client within the apps
PROJECT REQUIREMENTS
Operating System Windows Operating System.
Programing Language Preferably WPF with C# using Prism Library to encourage extensibility. The developer can however negotiate another technology in agreement with own team if he has evidence of job done
CaseFile Module
The CaseFile module should enable users to keep digital records relating to the following types on entities (i.e. the types of case files that users can create):
1. Persons of Interest (POI).
2. Trends (or behavioural patterns based on events, for example a user might want to open a case file based on terrorist activities, detention, releases date and time of arrest)
Users should be able to transfer or share CaseFile thus enabling other users to add their own notes and attachments (any file type) to existing case files. Other entities that users should be able to add to the case files should include the following:
1. Other CaseFiles, in this case there should be a field for indicating the relation with them (eg. “Participated In”, “Associate of”, “Sibling”, “Friends to”, “Brother”). The system should be flexible enough to allow user add new relationship types.
2. Users should be able to add particular entities from the “OSINT Module” to case files. The entity could be a social media post or a web page (more details at Item 3 of OSINT module“Use cases” below).

5. Reports
6. Unlimited amount of case notes.
7. Geo Info (this should be viewable from an integrated map view). The geo info should have a geo data field (To be selected/drawn by the user on the Map view, this could be a polygon, point, line etc) and a description text field (to be entered by the user, eg. “Lastknown location”).; time he move around, his girlfriends, type of food or reatuarant he visits etc.
8. Social Media Handle (for POIs only).
9. Automatically generated data. This will be based on data continuously being mined by the OSINT module and imputed. This feature should also include data fetch from a POI’s social handles.
10. For CaseFile entities added from other modules (e.gOSINT or Email), clicking on them should result in them being opened in their original modules. For example clicking on an email attached to a case file should result in the email being open in the email client such that the user can quickly reply the email.
Some of the file attachments to a CaseFile should be viewable (not necessarily editable) from within the application. While other file types can simply be downloadable. The files required to be opened withinthe application should include:
a. Images.
b. Videos.
c. PDF.
d. Text Documents
e. RTFs
f. Word Documents
OSINT Modules
The Database modules should be designed to fetch data from the apps with simple queries. Because of the dynamic nature of the crimes, module requirements will be represented as use cases. In most cases crime nature and suspects enrollment time will form the basis for the creation of a case file.
Use Cases
1. Fetch all information relating to certain keywords (this could be a person’s name) from the following sources sur name, first name, crime heading, location of arrest, hair colors (Note that all other).
a. Twitter.
b. Facebook.
c. Instagram.
d. All other websites.
2. The user should also be able to refine the search to a location.
3. User should be able to click on post report by locations and view them within the interface.
4. Users should be able to add particular entities from the query result to a case file.
5. A user might decide to save or add anything to case file
6. The user should also have an option to get notification based on a preset time interval for all new entries added by another user. For example, if a POI database has been updated by the lead investigator, should make a new post or if someone post anything relating to keywords assigned to a Trend.
7. The modules should be able to generate the following types of charts.
a. Numbers of incident per day, week, month etc
b. Activity by source
c. Activity by location.
d. Activity over time. Etc
Most importantly,
- Face detection when cross check with photograph or remote camera
- Finger print of the suspect can be cross match at any location
- both can be read by another user at a different locations of presented.
