Create SQL to Analyse Log Files using Microsoft LogParser

We are looking to analyse the log files from a load test using Microsoft Log Parser
What we want to do is run a set of report sthat counts that total number of page requests per minute or second for
particualar files (resource)
the type of file (content_type)
server error code (status_code)
Files over a certain size (bytes_returned)
Time to complete (ms_to_complete)
We've attached a log file to show the data format
We are fine with configuring Microsoft LogParser, but need some help with the SQL as we have been having issues with the quantize command and correctly counting the minutes and seconds
The SQL needs to be easily adaptable to cope with the above
The data we would be looking to extract is
Time
Count
So using the attached log file, you get something such as this for the content_type 'text/html; charset=UTF-8' where we counting the number of lines for each minute
