These lists are usually PDFs, or occasionally .CSV files. I've always wanted to use these lists in a database but assumed it wasn't possible if they were mainly PDFs. But I've just discovered Tablua, which seems to brilliantly extract PDF data tables and export the info to a .CSV file. Perhaps this has long been possible, but discovering this was for me a breakthrough!
So now, I would like to create a master database of all the events and the cars and drivers that have entered them over recent years. The end goal being to create lists of all the cars that are eligible for each different event (based on those that have participated in the past), and see which cars are likely to be most competitive based on previous results. In the end I would like to create an app with which:
a) car owners can input their current cars and be shown a list of all events/races they would be eligible to compete in.
b) future participants could select which events interest them, and be shown a list of all cars which have entered in the past and which have been most competitive.
Are you able to help with the formation of the master database?

Hi Sam, If this job is still available could you let me know please? I would very much like to hear from you. Thanks
Sounds like an interesting project. Please advise eligibility rules, which I presume may be more complicated than age of vehicles and modifications from standard specification.
Is creating the app part of what we are quoting on now or is that some future work?
It's hard to know what precisely we should be quoting on now.
Some sample PDFs that you want to extract the info from would be useful as well.
