Configure Azure VM with MySQL using data disk for datadir

I've an Azure VM - its a Windows Server. I've attached a Data Disk in Azure Portal, can access the disk on the VM but cannot get a local MySQL install to use the data disk for 'datadir'.
I've tried updating the my.ini as per
# Path to the database root
datadir = "F:\MySQL Server 5.7\Data"
- stopping and starting the server, but only with the default entry (C:\ProgramData\MySQL\MySQL Server 5.7\Data) will the server restart. Permission and sharing of the F: are also set so 'everyone' can read/write.
