Instagram Strategy / Management

I am looking for someone to assist me in managing my Instagram account. I am looking for someone to spend 6 to 10 hours a week. I am looking to spend $150 to $200 per month. I currently have 13K followers. Receive anywhere from 400 to 2K likes and roughly 30 to 50 comments per picture.

1. Each submission1 hour: 30 min pre work (hashtags and timing) 30 min afterwork (liking, following and commenting on specific accounts I send) 2 to 3 hours per week total

2. 3 to 4 hours per week following other accounts and commenting / liking. Your strategy

3. 2 hours a week bringing down followers. I do not like having followers exceed 2,500
