Facebook Ads Manager - Build, Manage, Optimize

Looking for a Facebook Ads Manager expert who can build, manage, and optimize Facebook Campaigns. I'm looking for multiple freelancers and would like to choose the ones I like best. Must be able to manage time, monitor account, and optimize. Must have strong experience with Facebook Ads Manager including but not limited too:

Campaign Objectives
Ad Targeting (interest based, custom audiences, lookalike audiences, remarketing audiences),
Ad Creation (creatives to be provided) with carousel, slideshow, image & collection ads
Creative Text/Copy for Ads
Dynamic Catalog Ads
Social proofing
Full understanding of the FB pixel.
The goal is to assign manage and maintain target ROAS, while successfully scaling the account. Deep understanding of Facebook Ads, especially for e-commerce stores with conversion tracking is imperative. Perfect fluency in English is highly necessary as ad copy/text will play a major role.
