Retargeting Facebook Ads

I need to be able to re-target website users who have visited the site, but have not placed an order online. I'd like to re-target them with ads a selection of products they've browsed as that's been really effective in the past (dynamic insertion ads).

We used to be able to do this via Shoelace Retargeting, as it integrated with Shopify. Shoelace does not integrate with the current technology platform we use so I'm looking for another solution.

In addition, we only service specific locations, so I'd only be looking to re-target web visitors who live within our distribution areas.
