I need a Facebook regtargetting campaign and a conversion campaign set up

I need a Facebook retargetting campaign set up for people visiting a webpage who sign up for a free event, but then don't do the upsell.

I also need a conversion campaign set up to advertise the online event to our audience so that they go to the event page. Not PPC campaign, but conversion - so only if they optin for the event.

I need these campaigns running from next week, and for them to continue for 3x weeks.

In responses it would be good to know if you could monitor and tweak the campaigns for a while after they go live.
