Expert Needed: Reactivate and Optimize Disabled Meta Ads Account

I'm seeking an experienced Meta (Facebook) Ads specialist to help resolve issues with my disabled ad accounts and get me back to running compliant ads successfully.

Here's the background:
- I created my personal Meta Ads account about 4 years ago, which was initially disabled.
- I then linked my sister-in-law's ad account to my Meta Business Manager and ran ads successfully for around 6 months before pausing due to low-quality leads.
