Social Media for new website is not working in IE \ Facebook Expert Developer Wanted

Problem 1:
Each number plate added to the site has social media icons that allow the viewer to eg LIKE a number plate and post it to their profile, send a message using Facebook SEND and even use Twitter. Please scroll down to the ethnicity icons where we have UK\British, Sikh, Muslim etc for the number plates affected. The problem is that most of the Facebook buttons and the Twitter links for each number plate (weirdly one works ok) do not work on IE7,8 and 9 but they work ok on Chrome & Firefox for each numberplate.
My developer has advised that this is due to the limitations to IE and Facebook code however i would like a second opinion and if anyone would be able to find the crux of the issue then please get in touch. If your advice works then this would be the quickest & easiest money that you have ever made.
Problem 2:
Can you check out the scrolling 5 boxes with number plates on the homepage please. I was advised that the "star rating" could not work because like it works on the other static plates because they were moving images. Can anyone with any experience or knowledge in web programming let me know if there is anyway around this problem please.
Going forward, even though i have a good working relationship with my overseas developers due to the time difference and communication issues i would be looking for a developer to work with me that is based in the UK and has skills that can help me develop the site even further.
I have been advised that they are using Cakephp with MySQL with an apache web server with GD library.
