Simple Program to Track Payments

We need a simple program to do the following:
Record the students Name, Class and Year Group, student email address, student full home address.

Track when a payment is received by a student, how it was paid, who it was paid to and the date it was paid.

Track each week whether the students wants a meal or not. For example this will be different each week for each student. Week 1 Monday Yes, Week 2 Monday No etc etc. For every time the student decides to have a meal it deducts £2 from their account.

So if the student deposits £50 we want it to deduct £2 every time we tick for them to have a meal.

Then it needs to show a balance for every single student when we query the database. We also need to be able to query the student name and see if they are having a meal or not.

Reports -
We need a daily report of which students are having meals
A report for student balances that are under £10 and also a student balance of a account that shows overdrawn.

We then also need to automatically email students when their balances are below £0 and also the balances that are under £10 to warn them.

This can be built in any program language and this project is a for a school
