SEO Expert needed

We are looking for an SEO expert with good track record to rank up our website for various keywords, roughly 10-20 keywords.
As a first stage, we are looking for someone to formulate a strategy and a plan for the optimisation and explain briefly why it is going to work. Following this, the second stage will be for the SEO expert to work on the website optimisation regularly.

The website is for a company and has been launched last year (less than 6 months) using Wordpress.
The aim is to get on the first page of Google search engine page legally in a minimum time period , ideally to be on the 1st/2nd position. Full details of the keywords/website will be given for the bidders.

Please bid only if you have the following:
1- Past experience/proven track to show you have been successful in the past.
2- Respond to emails/calls quickly.
3- Good timing.
4- Have no hidden costs and able to lay costs in advance.
5- Should have knowledge in wordpress.
6- Preferably If you are outside the UK, a Skype id will be needed to discuss work.

Please provide two quotes, one for the first stage and another for the second stage. And please do not bid if you think your price is much higher than other SEO competitors as this will save me time choosing the right candidate. This is going to be a long term relationship for the winning bidder and looking forward to receiving your bids.
