Responsive Wordpress , SEO optimised site needed

We are a training company looking to develop a new website as our current site keeps getting effected by google panda and penguin updates.

Our website is www.thetrainingcircle.co.uk and we would like to have the following functions on the new site.

1. Payment gateway integrated ( cardsave we will need )
2. Payments to be linked to individuals on the CMS system i.e whether they have paid the full amount, deposit or choosing to pay later.
3. Automated emails to be sent once paid for that course with the specific location
4. Able to add courses, locations, venues , addresses , dates etc
5. Download various reports on courses, locations and by date and then be able to send emails / texts to course attendees . Somehow a texting system needs to be integrated ( not sure how )
6. Email marketing newsletters from the cms system
7. Able to purchase 1 , 2 or 3 courses at check out and be prompted with discounts.
8. Our front end website should be clean and simple and architecture should be extremely google friendly with no bugs as we will focus heavily on SEO.
9. CMS system should have functionality of handling SEO.
10. Be able to upload results and send texts t course attendees ( whether they have passed or failed ) and am presuming can do this by the same download attendance sheet function ( not sure )
11. Be able to purchase these books and quiz's online which is learning material. It is the same thing like purchasing a course except will be books and quizs as well.
12. Website should be mobile compatible.

The above does sound very confusing but they are all kind of linked to each other in functionality. We want a VERY clean looking website and do not mind choosing templates which you already might have.

We would like to stick to someone ideally in the UK and not abroad because of previous issues. Again whoever we choose i would like to get on to a phone call with them before. We want 100% commitment to get this project live within 1 month otherwise would have penalties in place as time is crucial for us.

I will hire a project tester for this project to ensure no delays happen from our end and everything is ideally done smoothly as possible.
