Rankings report and proposal

My site has significantly dropped its rankings since 02/10. I have used a couple of link building services on here in the months prior to this (not sure if the quality was any good, after running a report Moz.com, the link authority has dropped in last week, with many links removed).
Need to get a proposal for a fix and to get rankings back asap.
