Proofreading - technical text

I'm looking for a person with perfect American English grammar and punctuation skills to proofread a chapter of a technical report for me.

I would like to make sure it is perfect in terms of language, therefore some light editing/polishing may be required, however I believe no heavy editing will be needed.

The text is around 7,300 words long so please bid for that. (If it goes well I have another 10,000+ words chapter for proof).

I will ask you to sign a non-disclosure agreement.

I will supply you with the editing guidelines. I require to check the text to be compliant with these rules. This is obligatory - I can easily recognize if you have read this document so if you don't want to be bothered – please do not bid.

I am looking for a provider with experience in business/technical writing/proofreading – I will not hire an amateur for this job so please save your bids if you don't have relevant credentials.
