PPC expert to set up a PPC campain

Hi, I am looksing for a freelance PPC expert. I need a campain set up from scratch for google adwords.

The ideal candidate will be able to do keyword research, set up the ads, monitor the conversions and be able to provide monthly performance reports. I am also after someone who can help fine tune the ads once they are up by adding negitive keywords, split testing landing pages as well as sugesting / implementing improvements.

Please only reply if you specialise in this field and can provide a proven track record of sucessful PPC campain's and good ROI.

I am happy to work on either a fixed fee or hourly rate for the initial set up. If hourly rate I would appreciate a rough estimation on how many hours it is likley to take for the initial set up as well as ongoing management. The campain is for a mortgage company.
