PHP coder needed to code directory project.

I’m looking for a good php coder to help me code my current project which I aim to get online and ready to go before the end of March, early April.

So firstly I need someone who can start straight away and will complete the project within 3/4 weeks.
I am a designer, not a coder. I have fully finished the webdesign for the project, so I need you to code the backend of the site and integrate it with my design. The design is coded in xhtml/css and so you just need to code the features within it.
Therefore there is no design work involved, so pure php coding. I don’t mind if you use open source or your own code, I just need all the features I require to work without any problems.

When this job is fully finished, I may require future features added in the coming months when the site expands, therefore any coder hired would need to be able to be hired if required again.

The coder I’m looking for needs to have good communication skills, so I can contact and chat to on a regular basis to make sure the project is running smoothly.

Background:
I’m setting up a directory for advisers (solicitors, accountants, financial advisers and architects). So the main use of the website is for people to search a database of advisers (80,000+) by their postcode or county and then are presented with a list of advisers who are nearest to them. Each adviser/company has their own personal page to provide details about their service to the customer. Customers will also be able to submit messages on the companies profile page and also submit questions to a list of advisers for help.

Therefore I need the following to be coded and then of course to be integrated with my design.

1. I need a search function, whereby a customer on the site enters their county or postcode and it brings them to a list on a new page with a select number of advisers, which are near to them.
There will be 4 adviser categories, which the customer can choose from (Financial advisers, Solicitors, Accountants, Architects,) which they will select to show which type of adviser they want to search for.

2. I need an adviser control panel coding, whereby an adviser/company can login and enter details which will then show up on the adviser page from the customer search.

3. I also need one admin control panel coding, which I will use to control all the advisers control panels. Features will show how many advisers are in the database and so on.

4. On the advisers page, there will be a message board option, whereby customers can leave feedback, and advisers will be able to reply from there control panel.

5. The second major feature on the website, will allow customers to post questions to the nearest advisers for help on certain things. These questions will be submitted to 10 of the nearest advisers located near the customer and advisers can reply in their own control panel.

6. I have also coded a mobile version of the website in css/html, it cuts down most of the features of the main site, however visitors can still search, view profiles and submit questions to advisers. Therefore this needs to be coded just like the main site.

Above show the 6 main ideas/points I need coding and integrated into my design.
