New WordPress site build - URGENT DEADLINE REQUIRED

I am looking for a developer to put together a WordPress website for me, I don't mind if a template is used so long as it fits within what we are looking for.
We have Logo designed, a basic colour palette that we would like to use along with verbage for the pages and images have been selected already but not purchased as yet.
We would like to be handed the complete working website within 2 weeks today (Thursday 30th May).
Attached is a basically wireframe layout of the pages we require - see .pdf
I personally used to work in the SEO industry and recognise the importance of having a well structured site put together, as part of our agreement the website must be / have all of the following:
• Google analytics added to site with a Google account of my choosing.
• Google Webmaster tools set up correctly and URL submitted to Google for consideration.
• Inclusion on WordPress of relevant SEO plugin such as ‘all in one seo’. And filled in correctly with unique keywords, Title tags and meta data etc.
• Inclusion of Dynamic Sitemap and XML sitemap.
• Unique URL Page structure.
• All images / links with correct ALT text information
• Correct anchor text usage.
• Page loads times acceptable with Google best practice guidelines.
• Responsive designed to incorporate best usage on all platforms including mobile and tablet.
• Compatibility tested with all major browsers, and versions of said browsers.
• No use of Flash anywhere on site.
• Live login during build period so I can see progress.
• Correct Robots.txt file.
• Customised 404 Page with link back to main navigation / Correct 301 redirect.
• Inclusion of any social page links I require incorporated into the design.
• Built to W3C / XHTML best practice guidelines and passing a compliancy test - http://validator.w3.org/ (No Errors / No Warnings).
• No canonicalization issues.
