Need a Designer/ Developer to create an online community website

I am looking to create an online community website dedicated to showcasing member uploaded make-up photography.
How it will work:
1. Users will need to be able to create an account and upload their photos and browse others
2. Kudos – users will need to be able to like looks thy find inspiring and the ones with the most Kudos will appear on the “Most Rated” page
3. Every kudos helps users gain kudos points which build up their reputation in the community
4. Optional: users can leave positive comments and show ‘love’ to their favourites

• Users can show off their make-up skills.
• User can promote themselves and gain a following for their blog, services, business etc.
• "Follow" their favourite members to keep track of all their make-up looks

The site will need to allow users to upload and edit images
I want to create widgets for the site for users to post on their

The site will also be used to sell ad space to any companies which want to use the site as a platform

It will also have blog and news section.

I would ideally like to retain the developer/designer after the site kicks off as I think there are many avenues where this can go.
