MVC PHP Web Application

I'm looking for an experienced PHP Web Developer to build a timesheet application for me, where users can login, submit their timesheets.

Admin will be able to view reports, manage users, timesheets, equipment, etc..

I would like the application built on an MVC framework (Codeigniter preferred).

The HTML/CSS for the timesheet submission page is already coded. You can find a screenshot attached.

Note: Vague proposals will be ignored. Must have very solid history on PeoplePerHour and provide relevant examples.
