Multiple 'basic' website development

I need a provider that can create a quality and speedy turnaround of multiple websites. The websites will be based on a max of 3 different templates, with text & visuals supplied by myself. Each brochure website will be 6>7 pages and all will include 1 x updatable news page and 1 x updatable information area page. 3 elements are important
1) consistant quality
2) Speed of turnaraound
3) Price
So long as the written use of english is of excellent quality , it does not matter where in the world the web pges are produced.
What I require now is
1) A template of the information that you would require with the submission of the website request. (In a Word format)
2) At least three URL's of websites that you have produced
3) Your bid per website

The target number of websites Jan > Dec 08 = 24, but this could be higher OR it could be lower !!.The best way to deal with that would be to have an agreement that was based on 24 websites if this was exceeded then a refund would be due to me of £?? per website , if it was not achieved then an additional payment would be due to you of £?? per website.
Having agreed a per website cost the websites would subsequently be posted on people per hour to ensure each website was tracked and monitored.
