Research into the best places to post blog articles/news stories (IT Market)

I am looking for a fixed price for batches of 100 to provide places where articles/white papers etc can be posed.

The places need to be focussed on Software Testing, General Development and IT news and Digital agency locations.

An example of the kind of place is : http://www.marketwire.com/

There needs to be no more than 25% that might require payment and this needs to be identified.

They need to come from various countries - initially English speaking.

The presentation needs to be via an Excel file with columns depicting:

Site, Name, URL, Paid, Language and potentially a few other facts about them.

I expect to take 200 in the first run, then progress up to around 1000 over time.
