Our client is a property developer who has a requirement for a comparative study to be carried out in order to be able to make informed investment decisions in respect of a multi-occupancy development project in the Accrington/Blackburn area.
The study will require the researcher to compare three possible scenarios the building development could be used for.
1. Adolescents aged 16-18 leaving full time care, the government has obligations to support them as students if they attend college.
2. Asylum seekers/emergency housing
3. Other (to be defined)
The study should be designed in a table format and compare (as examples) the comparative legislative requirements, requirements in the design of the building and income generated by the occupants
As a base line the researcher should consider that the maximum occupancy of the building is 14 persons, plus a self-contained flat/office for a manager or managers.
A full brief will be provided to shortlisted applicants, however as an indicator the report must cover important factors such as:-
• What are the criteria for operating each type of “home”?
• Who does the operator register with?
• What are the registration requirements? (insurances, financial standing…please state all) and procedure?
• Are there are specific requirements local to Accrington or Blackburn?
• How many staff are required for an occupancy level of 14?
• What qualifications/clearance must the staff have?
• What facilities must be provided to an occupant? (private room? individual bathroom, sq metres living space per occupant? Other)
• How are occupants referred to the operator?
• What will the operator be pai for each person housed? If there are variations or a range of fees paid by the government, please provide the various criteria and associated fees in detail
• Please include if the decision making process to accredit a home is made at central government or local government level?
• Which agencies are involved in the process? For example, social services, immigration, probation, other. Please provide contact details (website link is fine to a contact page) for each relevant agency
• What is the current and forecast market demand for each type of government funded housing? Our client has a requirement to identify where demand is growing and where it is falling.
• How and when is payment made (weekly, monthly?) and on what terms (30 days, 60 days?) As this impacts the projects cash flow and call on opening capital
• What is the audit procedure on a home? How often and by whom? If there is an audit checklist please include this
Researchers should indicate within their offer in addition to a fixed price:-
• Details of previous research experience and where possible an example of their own work, particularly if it involves public sector research and/or analysis
• Anticipated time to completion and delivery of the report in days from receipt of the instruction to proceed
• Any questions or further information required in order to make an offer
Please note the requirement is for a professional research paper, written in clear and concise English, grammatically correct, complete with a bibliography linking to all reference sources included in the report as it will be our role to verify the content before issuing the report to the client.
