Bring me some leads

I am looking for someone who can advise on and implement a marketing strategy that can bring in warm leads.

I'm open to suggestions about the best way to achieve this. Up until now my business has grown through my own hard work & relationship building, but its difficult to scale that up. Any proposed strategy needs to be relevant to my actual business.

I'm looking for someone that can provide the strategy and implement it. When I say 'strategy' I don't mean a huge piece of work - I'm just looking for someone who, based on an understanding of the business can say 'Steve, I think this is the best way for your business'. Then go ahead and implement it.

Please respond with an outline of how you'd go about marketing my business.

Just to be clear, what I don't want is:
- mass untargeted cold calling
- mass untargeted social media posting
- cold leads
- lead research (I run a research company!)
- strategy without implementation
- trawling freelancer websites
